 All four empires ruled the Mediterranean Sea area. All four empires invaded and controlled Egypt.  * All four empires were involved in dealing with Israel and the Jews.  * All four empires were involved in dealing with Jerusalem and the Temple.  All four empires were Gentile empires with Gentile rulers.  Three of the four empires ruled from the area of Babylon. Traditionally, prophetic scholars point out that the fourth beast represents the Roman Empire. Certainly this is correct. Yet, out of the same territory of the ancient Roman Empire will emerge a final kingdom of prophecy, including 10 horns that represent 10 kings ruling over 10 kingdoms. These 10 kings and kingdoms will form and unite at the time of the end: After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns (Daniel 7:7).
