Title Use and collection of social security numbers
Excerpt (a) Each component unit that requests an individual to disclose his social security account number shall provide the individual, in writing, with the following information: ... (1) The statute, regulation, Executive Order or other authority under which the number is solicited; .. . (b) Neither the Departmentnor any of its component units shall, in the absence of specific federal statutory authority, deny to an individual any right, benefit or privilege providedby law solely because of such individual's refusal to disclose his social security account number. . .. (a) In general. An individual shall not be denied any right, benefit, or privilege provided by law by a component because of such individual's refusalto disclose his social security number. . .. --- - .. . inclusion of a social security number is voluntary but will facilitate resolution of the request. . . . Social security number: Providing a social security lumber is voluntary. If one is not provided, the 3pplication for payment will still be processed. -4 [b) Collecting social security numbers (SSNs). (1) It is a ~nlawfuflor any federal, state, or local governmental ' 3gency to deny an individual any right, benefit, or xivilege provided by law because the individual refuses o provide his or her SSN. However, if a federal statute 'equires that the SSN .. . (4) Executive Order 9397, 'Numbering System For Federal Accounts Relating to ndividual Persons," November 30, 1943, authorizes ;elicitation and use of SSNs as numerical identifier for ndividuals in most Federal records systems. However n loes not provide mandatory authority for soliciting SSNs 5) Upon entrance into military service or civilian mployment with the Department of Defense, indlv~duars are asked to provide their SSNs.
