The boundaries and relations between each level of government are defined by God Himself, who 1 is the Creator of all things and the Author of the user manual for it all, His Holy Book. Each level of the “onion” below is 2 considered sovereign, independent, and “foreign” with respect to all the levels external to it. Each level of the diagram 3 represents an additional layer of protection for those levels within it, keeping in mind that the purpose of government at 4 every level is “protection” of the sovereigns which it was created to serve and which are within it in the diagram below: 5

The interior levels of the above onion govern and direct the external levels of the onion. For instance, citizens govern and 8 direct their city, county, state, and federal governments by exercising their political right to vote and serve on jury duty. 9 Here is how the Supreme Court describes it: 10
“The words 'people of the United States' and 'citizens,' are synonymous terms, and mean the same thing. They both describe the political body who, according to our republican institutions, form the sovereignty, and who hold the power and conduct the government through their representatives. They are what we familiarly call the 'sovereign people,' and every citizen is one of this people, and a constituent member of this sovereignty. ..."
