When these spirits are challenged, bound, and judged, great salvation will occur. Their main assignment is to keep multitudes from receiving salvation. Many coastal cities are strongholds of crime, drugs, perversion, pride, and rebellion. Tyrus was another stronghold in the sea (Zech. 9:3). Ancient cities were built surrounded by rivers or the sea. This made it difficult to attack them.
