Preface

The advent of the Clinton administration creates a unique opportunity for the country to develop a truly national system for the development of its human resources, second to none on the globe. The National Center on Education and the Economy and its predecessor organization, the Carnegie Forum on Education and the Economy, have been elaborating a national agenda in this arena over the last eight years. Here, we outline a set of recommendations to the incoming Clinton administration in the area of human resource development. It builds directly on the proposals that the President-elect advanced during the campaign. This report is mainly the work of a small group of people with close ties to the National Center: Tim Barnicle, David Barram, Michael Cohen, David Hasselkorn, David Hornbeck, Shirley Malcom, Ray Marshall, Susan McGuire, Hilary Pennington, Andy Plattner, Lauren Resnick, David Rockefeller, Jr., Betsy Brown Ruzzi, Robert Schwartz, John Sculley, Marshall Smith, Bill Spring and myself.
